Preservation of Protected Areas

The environmental management system of the project includes different mechanisms to strengthen the administrative management and the management of the protected area, known as the BPPS.  Among them we can mention:

Environmental Vigilance Sites.  Three environmental vigilance sites will be built to increase knowledge about the Palo Seco Protected Forest, which could be used by ANAM as well as the NGOs authorized to conduct scientific research or to implement control mechanisms within the protected area.

Watershed maintenance unit.  This unit will be created in order to prevent and fight forest fires and carry out preventive thinning works.

Environmental Monitoring Center.  An environmental monitoring center will be created with the purpose of verifying the water quality; maintaining a record of the adaptation process of species that need to be relocated as a result of the project; as well as implementing a continuous record of weather, seismic, and water variables for the project’s area of influence.  The Environmental Monitoring Center will also be the basis for the application and follow-up of environmental management measures established in the project’s EIA.

Palo Seco Protected Forest Management Plan.  The Changuinola I Project (CHAN 75) will enter into a cooperation agreement with ANAM to finance the management plan for the Palo Seco Protected Forest area.

Community project development fund.  An annual fund of approximately one million dollars will be set up for the development of community projects, integrated into the management of the Palo Seco Protected Forest, in order to rationally utilize the ecosystem and improve the standards of living of the population.

Clean Development Mechanism (MDL) Fund.  The project plans to take steps to obtain MDL funds in the form of carbon offsets.  Some 20% of the funds that are obtained will be made available to ANAM for the management of the watershed and the appropriate scientific research.
